The Study On The Integration Of The Funds For Supporting The Agriculture In The Central Undeveloped Area

The three rural issues are longstanding and increasingly important especially after entering the new century. Solving these issues becomes the most important work of the party in the new period. Since 2004,12 consecutive central No.1 documents facing agriculture, introduced a series of Huinong policy. With the strength of supporting agriculture increasing, the grain production promotes and farmers’ income increases for 11 consecutive times, and the rural undertaking advances orderly. But the foundation of grain production increase is fragile, and the effective mechanism for increasing farmers’ income has not been formed, and the contradiction between urban and rural development has not been resolved. Solving these problems and realization and achiving well of has far to go.The central region is an important grain production area, big labor-outputting province, also the key region of three rural issues. In recent years, although the Huinong policy has been skewed towards the central region, many projects are given the key support, such as four agriculture subsidies, training of rural labor force transfer, big grain production county reward, etc, and achieves a lot to some extent. But during years of practice, many issues is till not be solved, the sources of the funds are in varied forms, the objectives and the inputting directions of the funds are similar, the funds is in inefficient use, the integration effect of the funds is not clear,etc. The problems above affect the efficiency of the funds.The article chooses the funds integration of A county in Jiangxi as the research object to promote the funds use efficiency, then focuses on the following aspects and makes the analysis:(1) Definite the integration of the funds supporting agriculture and analyze the current integration situation in A county. (2) Reason the low rate of integration and low efficiency of the funds use, and disscus the theoretical basis of the funds integration. It concludes that:(1) The integration of financial funds for supporting the agriculture in A county should be improved. What restricts the effect of integration is not noly the agency relationship and the fiscal decentralization but also the individual rational strategy and the collective non-rational strategy. (2) As the county which carries out the funds integration late, the effect of funds integration is not ideal because of the restrictions of current mechanism and the system, so it’s necessary to make suggestions from the degrees of the system arrangements and mechanism innovations.After making conclusion, some suggestion are given:(1) Change the idea and set up the mechnism of work and coordination to standardize the integration.(2) Make the prioritization and program together to promote the work of integration. (3) Strengthen the supervision and set up perfect regulations to guarantee the work of integration.
