Study On The Using Efficiency Of The Financial Funds For Supporting Agriculture In Nan'an City

Agriculture, the most fundamental industries, has a direct impact on the health and sustainability of the national economy. Governments need financial support to ensure the sustainability of agricultural development, maintain the sustainable development. In the current rapid economic development, agriculture is still in a weak foundation, it is meaningful to improve the policy of financial support for agriculture, to improve the efficiency in the use of financial funds, to promote China's economic growth, and to focus on the practical significance. Financial support for agriculture refers to the special funds for the development of rural infrastructure and social undertakings. It is important to enhance fiscal agriculture fund utilization rate, improve efficiency use of financial funds for agriculture financial management, to improve agriculture fund efficiency.In this paper, according to the "investigation and research, finding the problem, analysis of the reasons for the proposed scheme" analyze the use of financial support for agriculture in Nanan County. First, by using questionnaire survey, visited conversation method and literature search method sums up relevant materials, analysis of Nanan County Department of finance supporting agriculture fund in recent years and points out that the use of funds is comprehensive, dispersion and issued capital lags, lack of openness of funds use. Secondly, through the statistical data, use the econometric methods to analyze the fund use efficiency. The problems are mainly reflected in four aspects:the funds of financial agriculture input structure less scientific; investment facilities abandoned, resulting in waste of funds; fiscal agriculture fund input is insufficient to form a scale benefit; lack of the necessary integration, affects the efficiency of capital use. Thirdly, the author analyzes the causes of these problems, mainly in the fund distribution system of financial supporting agriculture; lack of the use of funds efficiency of performance evaluation and lack of funds integration and fund management. Finally, some suggestions for improvement, according to the situation, put forward to establish a scientific, fair and transparent funds allocation management system, optimize the financial funds for agriculture structure adjustment, improve efficiency in the use of funds, reduce the use of funds the problem, to strengthen the understanding of the financial funds management, the establishment of funds performance evaluation system; to expand investment channels; to enhance the effect of integration.
