| Development is the theme of the contemporary world. The Scientific Outlook on Development, put forwarded by Chinese Communist Party's collective leadership represented by Hu Jintao, is fruit resulted from generations'search and summarization of Chinese people, which is tailored to the needs of contemporary development status in China. The very practice-based outlook guides practices in China and gains enrichment and development for itself in the meantime. The implementation of Scientific Outlook on Development to regional development is one of the most important subjects in China, which requires cultivation of an empirical thinking way so as to explore the models of scientific development for China's regions by means of finding and resolving problems in practice.To develop West-Straits Economic Area is on priority list of the Eleventh Five-Year Plan of China. Implementation of Scientific Outlook on Development in this Area presents itself as a major attempt to explore development models for Chinese regions. Raising the concepts of West-Straits Economic Area and Forerunner of Scientific Development in West-Straits Economic Area in 2007 pioneered, with empirical thinking way, a constructive exploration on how to guide practices with the Outlook.Based on the theories of Scientific Outlook on Development, of Uniqueness, and of Regional Development and from the perspective of a region, a practical issue of implementation of Scientific Outlook on Development in regions is discussed in this paper.With an empirical subject of implementation of The Scientific Outlook on Development in West-Straits Economic Area, through a analysis of history, environment and quo status in this Area and research of policy deployment and its practice, and with the aid of Uniqueness theory, this paper is devoted to analyzing law of integrating and mutually promoting of generality and individuality of the Outlook's role in guiding scientifically development of regions, and to figure out the connotation of uniqueness. An enlightenment of how to integrate Scientific Outlook on Development with regional economic development is generated, that is, regional developing scientifically lying in developing uniquely. Only in this way can a scientific development road be worked out and a best steady state of development tailored to regions can be formed, that regional advantages, resource endowment and outer conditions are taken into consideration to find out, cultivate,form and then develop uniqueness.In addition, principal guidelines to implement The Scientific Outlook on Development in regions are proposed in this paper:innovation, the core driving force for scientific regional development; regional integration, an effective way for regional development contemporary; transformation of population advantages, the foundation for great-leap-forward development; pioneering to work out a unique development road.Grasping the empirical connotation of scientific development, pioneering with an empirical thinking way, facilitating integration and mutual promotion of generality and uniqueness by means of practicing, optimizing internally and coordinating externally, all will work together to explore a unique way for regional development, which will serve as an advanced theoretical guardian for regional development in China. |
