Analysis On The Education And Training Management For Farmersin Binhai New Area, Tianjin City

Education and training of new-farmers is the inevitable requirements to co-ordinate urban and rural economic and social development. It will promote the transformation from traditional agriculture to modern agriculture, and accelerate the transfer of rural surplus labors. It is an important way to promote the industrialization and urbanization, and moreover, it is also an important measure to promote the economic and social development for rural areas. In Binhai New Area, Tianjin City, the faster and higher demands of the socialist-new-countryside construction and the goal of rural urbanization, it's really a key issue to improve farmers ability. By analyzing this current situation and problems, there are some in-depth studies in this paper of the content of education and training, means and ways, policy support, system construction and the establishment of long-term mechanism and other aspects, and put forward suggestions and measures in order to better carry out the work of farmer education and training.The "351—Training Project", started by Tianjin Government, had been carried out under the national policy guidance during 2004—2007 in Tianjin. This project concentrated on the new-farmers training in Binhai New-Area. The farmers had been educated on practical skill ability to improve the employment.To build perfect training system and improve farmers education, the following four aspects should be established such as providing regulation and political support,setting up working organizations,building-up the various levels leader responsibility mechanism and giving sustainable funding support. The essential points on farmer education project will be conducted side by side, and pay equal attention to both education and job-skill training. To improve the effectiveness of the new-farmer education and training in the Binhai New Area, some related suggestions are presented in this paper. Realize " Type tradition" to "Type modern"; "Type Experience" to "Type occupation"; "Type employment" to "Type undertaking"; "Type single-handed" to "Type organization"; " Type accept" to "Type main body",and so on..
