Oil is an important strategic resource; whether oil is safe or not is directly related to the country's economic development and foreign relations. How to safeguard China's oil supply security has become the center of China's economic development strategy. As a result, the development of global oil and gas information systems has important practical significance.Data of oil and gas pipeline network is known for its massive nature, both spatial location data and physical property data, how to use the vast amounts of data stored in the database, digging a deeper level of information to support decision-making, performancing the feature of oil and gas by the richer visualization means and improving the efficiency of oil and gas element retrieval is currently facing a major issue. Geographic Information Systems (GIS) a powerful mass data processing and spatial analysis capabilities and a rich visual effects, so that the increasing application in various fields, extensive oil and gas challenges facing the field can be properly resolved, therefore, combination of GIS and oil has good application prospects. This paper is based on the project named"global oil and gas information system". This project is subsidized by the Oil and Economic Research Institute. Several major functional modules are selected: a visual map display, the dynamic flow of lines, thematic maps of the management, oil and gas data query, retrieval and analysis research, in-depth study of its technology and implementation processes. The main tasks are as follows:(1) Analyze the strengths and weaknesses of domestic and international oil and gas information system has been established, and on this basis, the introduction of this system architecture, system features modular design, interface design;(2) Use ArcSDE and Oracle combination to Process graphics data, use ADO.NET technical to process attribute data;(3) Study the key technologies and their implementations of visual maps showing, design the realization method of pipeline dynamic flow; (4) Design query and statistical methods of the oil elements, and realized the management of thematic maps. Implementation of the system not only for global oil and gas resources to provide a unified standard mapping platform and greatly enhanced the visual effect of the oil factor and the view browsing speed, which is a success stories of GIS in application to specific industry, but also played a key role with the use of GIS depth development in the oil industry.
