Prime farmland is the minimum number of fields must ensured.It's a strategic perspective considering that the needs of the entire national economic development and population growth demanding for agricultural products in this region during the planning period. In August 1994, the central government promulgated the " Regulations on the Protection of Prime Farmland ", and put a lot of manpower, funds in prime farmland protection, but the number of prime farmland and the quality is still declining. The existing protection measures can not make the monitor and law enforcement department stop illegal occupation of farmland timely, there is long time has been gone when the occupation is discoveried. The prime farmland is hard to restore. Therefore, it is necessary that how to stop the occupation when it is happening.This paper study on GuCheng, in HuBei Province. It analysised the status of prime farmland protection, and gave a dynamic monitoring and warning methods through social supervision. Mainly in the following aspects were studied:(1) The establishment of prime farmland monitoring and pre-warning database. The special investigation of prime farmland which included in the second national land survey provides the necessary basic data. Based on the database of prime farmland, adding the necessary data of monitoring and pre-warning monitoring area, cultivated land quality level, the protected responsible,the database of monitoring and pre-warning farmland has been established.(2) Monitoring and pre-warning mechanisms. Through the reports of social supervision, based on monitoring and pre-warning database, applicating fuzzy comprehensive evaluation model, analysising and confirming the reports, the system will issue the appropriate warning level for land monitoring and law enforced departments to reference.(3) Identifing monitoring and pre-warning model factor and its weight. The occupation of farmland in different regions are different. Thus, according to the possibility that occupation of prime farmland may affected,5 factor which level of monitoring area, number of reports, occupation area and quality level has been identified. And the weight of the factor is determined with Delphi method.(4) Dividing pre-warning level. According to different situations within each factor, the factor has been quantited. Applicated the fuzzy comprehensive evaluation, analysised the reported plot, then the result for different levels of pre-monitoring issued.(5) Model validation. The model validated with the prime farmland which occupated in previous years, the results show that:This method can accurately issue the pre-monitoring level.
