Farmland is irreplaceable agricultural production of the basic means of production, is mankind's survival and development lifeline. The size and the quality of farmland are directly related to a region's economic development, social development and people's living conditions improving. With China's industrialization and urbanization conducted, farmland must ensure the country's food security, protect farmers employment opportunities, and maintain social stability; the other will provide development space for urbanization, secondary industry and tertiary Industry. Therefore, the protection of the quality of farmland is so important to food security, sustained, healthy and stable development.Now, the government required to manage the farmland both by the amount and the quantity, not only by the amount. In this background, this article based on the results of agricultural land grading, put forward that it can make through the establishment of standard plots system, and with the help of GIS software interpolation function analysis, to monitor and control the farmland's production capacity and the quality of the ecological environment. It is a new way to monitor and control the farmland's quality. At last it carried out the empirical study to Chaoan Guangdong Province. This article includes the following four parts:The first part introduces some concepts and theories related to the quality of farmland dynamic monitoring and control. It determines the concept of farmland's quality, mainly about the production capacity (the performance of natural quality and using level) and the ecological environment. It uses interpolation method to evaluate the quality of farmland, puts forward a way that make through the establishment of standard plots system, and with the help of GIS software interpolation function analysis, to monitor and control the farmland's production capacity and the quality of the ecological environment.The second part is a theoretical research about the standard plots setting and standard plots system construction. Make sure the concept of standard plots in this research. In certain conditions of cultivation and management technologies, standard plot can represent the major regional areas of soil and farming systems, and reflect the changes of farmland's quality. Their quality may not highest but topical, and they can be used for evaluating the quality of farmland. It puts forward the principles and methods of standard plot setting, using the Simple random and Judgment sampling to set standard plot.The third part discusses how to use spatial interpolation function of the GIS software statistical analysis module to make Interpolation analysis of the standard plots system, evaluate the quality of farmland, and monitor and control the farmland's quality. Include three aspects: (1) Evaluation of a regional farmland's quality; (2) Monitoring the quality of farmland; (3) Based on the changes of farmland's quality to analyze the reasons and come up with strategies to control of the quality of farmland and protect farmland.The last part is about the empirical analysis of farmland quality monitoring and control. Based on the results of agricultural land grading of Chaoan Guangdong Province, this article divides chaoan into hilly areas and plains to research. First, setting standard plots system on paddy fields, using the Kriging interpolation method to analyze the Utilization index of the standard plots system, the result is very close to the result of agricultural land grading. So it takes this interpolation result as the farmland "quality benchmarks". Second, updating the utilization index of the standard plots system to the year of 2005. Through the interpolation method, we can get the quality of farmland in 2005. Taking account of that the agricultural land grading does not Include the ecological environment analysis, so it analyzes the farmland's ecological environment quality and amend the interpolation result according to the level of contamination. So we get the farmland's comprehensive quality. Last, we can take the farmland's quality of 2005 compare to the farmland "quality benchmarks", from the compare we can know how the quality of farmland changes and analyze the reasons, and come up with strategies for solution. The results show that through the establishment of standard plots system, with the help of GIS software interpolation function, it can monitor and control a regional farmland's quality.
