Study On Land Requisition Compensation Mechanism For Different Types Of Farmers

Through analysis of China's current situation on compensation for land requisition, this paper find several problems,such as standard is too low, level of participation is low, compensation method is single, it is not considered those whose land is requisitioned differences in family characteristics, and society security is not perfect. According to reflect of different family whose land is requisitioned and family characteristics of different types, we show different utility of compensation and resettlement for land requisition of different types of farmers. Full monetary compensation do not have a high utility for pure farmer e households and agricultural part-time households, as for the non-farm households and industry, has a high utility. Leave land for the relocation and placement shares have higher utility for all kinds of farm households. But its security ability must rely on capability of business. therefor it is risky. The way of society security has high utility for these three kinds of farmers,and no risk.We have following suggestions:first, compensation should be reasonable and just; second, we should improve the land requisition compensation standards, and expand the scope of compensation appropriately; third,it is must be cleat that who is the main benefit object and whose land should be classified and characteristics of the households carry out compensation measure depends on the requirement of households; at last, establish various way of compensation and improve the social security system gradually.After the analysis above, to build different types of compensation mechanism for land for landless peasants should pay attention to the individual, develop the land requisition compensation system, to reform of rural land property rights system, improve land use and management systems to protect the legitimate interests of landless peasants, while also strengthen the government's primary role.
