This article describes the technology development process of an annual output of400000tons of steel scrap crusher system complete project that is a cooperation project between the North Heavy Industry Group Co., Ltd and the Liaoning Huifeng furnace charge development limited company. NHI Design and Research Institute is the center of the company’s technology and design that is responsible for the research and design of the steel scrap crusher system. The project was eventually completed follow the contract with the efforts of all the staff of NHI Design and Research Institute, but that also exposed some problems in the process of development and management, such as frequently replacing the project team and the project manager, the state of the project team staff was in the doldrums, part of the equipment performance was not reach the index, and so on.NHI Design and Research Institute is the research and design center of the group that is responsible for the product research and design and follow the traditional administrative management model. A project team was temporary set up to complete the research and design of the steel scrap crusher system without any project management experience. This structure made the authority of project manager not clear, the responsibility and the membership between members also not clear. The project group was managed confusedly, employees working state was in the doldrums and part of equipment performance existed design flaw. Because of no corresponding bonus distribution system, no enough design experience and no methods of knowledge management.In view of the problems existing in the research and design project of NHI design and Research Institute steel scrap crusher system. This paper presents that the structure of the project team should be adjusted to the matrix form of organization structure. The knowledge management means and methods of NHI design and Research Institute should be increased and established the salary incentive mechanism suitable for NHI design and Research Institute. Through the above adjustment, the project development and construction management of NHI should be enhanced, the competitive strength of NHI also should be improved.
