Research On Issues And Countermeasures Of Safety Management In Shengli Petroleum Development Center

Since the rapid development of the petroleum development center， the number of staffand workers has inflated at a fast speed. And at the end of2012， there were17oil depositsand48production blocks in the range of management. In addition， the output had reached925thousand tons. The amount of labor used had kept increasing and been more than3800.What’s more， the exploration and development blocks of the center are mainlydifficult-to-produce reserves. Moreover， marginal and non contiguous blocks take a largepart. As a result，the production has the characteristics of wide range，high temperature highpressure，flammable and combustible，Toxic and harmful，Regional dispersion，thin thickoil layer， difficult to mining， single well storage. There are many differences comparingwith the general oil development and production. So it is still exploratory for many devices，facilities and the development process. Furthermore， because the characteristic， process，technology，requirement and fatalness had great difference，there is still a great security riskin the work. As a result， this paper chose the safety management problems of oildevelopment center of Shengli Oilfield as the study object， and has focused on the variousproblems that presented in order to service for the improvement of the safety management ofthe oilfield enterprises.Following the general idea: under the guidance of related concepts and theories， make adeep analysis on the present safety management situation of the oil development center ofShengli Oilfield; analyze and summarize the reasons for the existing problems and theimpacts it will cause. At last， the effective methods of the safety management are suggestedin Shengli oil field development center， which is mainly realized by the perfection andconstruction of the safety management system， the forming and guiding of safety culture，by increasing the safety training and the safety investment to ensure the safety management ofShengli Oilfield development center.
