Emission Trading Status Research

The system of emission permits paid use and trading focuses on reducing pollution through economic and market-based means, which has strong flexibility. The pilot operation of emission permits paid use and trading in Inner Mongolia could promote the pollution reduction, improve the environment quality, industrial structural adjustment and development mode transformation. And it would be instructive and meaningful to optimize the system of total control and ecological civilization. Therefore, study on the pilot operation of emission permits paid use and trading in Inner Mongolia is very important.This paper firstly outlines the fundamental theory and current situation of emission permits paid use and trading both in China and abroad. Then based on the environment quality, we carry out systematic analysis of the current situation of air pollutants total control in Inner Mongolia. And the direction of Inner Mongolia pilot operation of emission permits paid use and trading is also put forward through environment statistics related data and the linear and comparative analysis and data restoration of emission permits paid use and trading. We hope that it could offer some advice for the system construction of emission permits paid use and trading in Inner Mongolia.This paper is based on the practical work of total pollution control and trading, analyzing the both key work of emission permits paid use range and standard price setting to draw conclusion that full implementation of emission permits paid use and raising the standard price could help optimize the industrial upgrading, create better management technology and the allocate environmental resources rationally. Meanwhile, it combines combines the theory of emission permits paid use and trading and the situation of environmental management in Inner Mongolia, which would be of guide significance to total pollution control work of the area.
