It is estimated that dangerous solid waste production amount is330million tonsa year worldwide. Due to the severe pollution and potentially serious influencecaused by solid dangerous waste, dangerous solid wastes have been called the\"political waste\".The public is very sensitive to dangerous solid waste problem,opposing to live in the region where is established a solid dangerous waste disposalsite. Dangerous solid waste disposal needs high cost, so waste factory location,treatment process and economic benefit research have become particular concerns.At present, with the rapid development of industry in Fuxin, Fuxin existingindustrial solid waste has not been disposed of properly. Part of wastes deliver to theprovince hazardous waste disposal center to be processed. Most dangerous solidwastes are disposed of by production units themselves. There is not any landfilldisposal center or safety specification in the region of Fuxin. Plans to introduce in2009and after the construction of Datang coal gas project, because of Datang coalgas project can produce the hazardous wastes such as sludge nearly35000tons a year,the project requirements must form a complete set of appropriate hazardous wastedisposal facilities. In order to meet the environmental protection in Fuxin and theneeds of the development of economy and industry in western Liaoning region,advanced configuration, high degree of automation of hazardous waste treatmentfacilities must be constructed as soon as possible. We need a hazardous wastesdisposal center in Fuxin city to meet the Datang project and Fuxin industrialhazardous waste disposal requirements, and promote the establishment of otherindustries so as to improve the whole economic situation in Fuxin.A project investment, construction, after a scientific system of investigationwork, thus it is concluded that the feasibility of the project, the feasibility of theproject need to have not only technical support, in China, the environmental protection industry affected by the policy of the government, has the politicalorientation.Literature at home and abroad to list a large number of dangerous solid wasteenterprise success, no matter from the technical or management means, need to learn,China started relatively late development of dangerous solid waste, on a smaller scale,the technology is not mature, the market share is low. Although there are manydisadvantages of immature, but as the socialization process, market need solid wastedisposal industry, and with the development of the industry wants to occupy themarket share must have advanced processing technology, it is the guarantee of highreturns on premise.Through typical investigation,key-point investigation, sampling investigationand case study, this paper has conducted a comprehensive survey of dangerous solidwaste source, composition, production, waste emission rules, characteristics andcurrent treatment of the Fuxin western Liaoning and around area. By means of outputestimate during different terms, we determine the construction scale of dangeroussolid waste treatment plant. According to the on-the-spot investigation of socialenvironment, natural environment, space environment, engineeringgeological/hydrological geology, climate and emergency environmental field, wedetermine the processing center address. According to optimization of dangeroussolid waste pollution, we determine solid dangerous waste treatment process andestimate the whole project investment and return.On the basis of the profitability ofthe financial, financial solvency and the profit and loss balance analysis, it isconcluded that the project investment internal rate of return is13.3%which cansatisfy the requirements of the debt, and has strong adaptability for production. At thesame time, the construction of dangerous waste treatment centre in solid state of soliddangerous waste treatment industry in-depth study and analysis of economic benefit,draw a solid construction of dangerous waste sites can pull processing equipmentindustry and garbage power generation industry of market economy.
