As the leap-type development of economy, Quanzhou’s food production and processingindustry is developing rapidly since the reform and opening up. Now, Quanzhou has made it sobigger and stronger that it formed a new industry. However, food safety problems become moreand more prominent as the industrial development. What’s worse, it has great difficulty for thegovernment to manage food production because of the weak food supervision and management.This essay which is based on the research in Quanzhou and the related theory of food safetysupervision and management, analyzes the present situation and problems of food safetysupervision and management and the reasons cause the problems. On this basis, the essay willput forward the effective improvement suggestions that make pointed references to food safetysupervision and management in Quanzhou.Quanzhou’s food safety has made certain achievements, which are as follows: the furtherperfecting food safety legal system construction; the enhancement of public’s awareness of foodsafety; the initial results of the long-term mechanism in food safety; and the continuousimprovement of food regulatory system. Meanwhile, Quanzhou’s food safety supervision hasalso made great achievements that the food regulatory system has got constant improvement; thecapacity of food supervision and management has promoted sharply; the enforcement ofQuanzhou’s food safety supervision and management has made obvious achievements;Quanzhou has carried out food safety risk monitoring actively; and the food industry standardhas ascend to a new height.Nevertheless, food safety supervision and management in Quanzhou still exists someproblems, such as the poor food safety supervision and management efficiency andself-discipline standard; the backward supervisory means; and the structural defects in theorganizational structure of food safety supervision and management. The factors that causedthese problems are complicated and various, including the weak sense of food safety, therestricted of information in food safety supervision and management, the incomplete set of lawsand regulations lags, and the unclear powers and responsibilities of supervision andmanagement.In consideration of the research results above, this essay puts forward the countermeasuresand suggestions to improve Quanzhou’s food safety supervision and management. Namely, how to strengthen the education of food safety, raise the right-protection awareness of consumers,improve the food safety supervision and management system and food safety inspection system,enhance the comprehensive supervision and supervisory technology of food safety, and clear thetop-down duty system.
