Urban environment is the base and key factor of urban economy, socialsustainable development and improvement of competitiveness for a city, and it’sespecially important for Haikou, an emerging city in China. In order to meet residents’rising demands for urban environment with good quality, serve urban economy betterand achieve the future development goals, on June2009, the government of Haikoulaunched urban environment comprehensive improvement projects, called “FIVEProjects”, enhancing the image of Haikou. After three-year’s implementation of the“FIVE Projects”, environment of Haikou has been significantly improved, and thedirty, disorderly and bad image of the city has disappeared, but there still has been agap with developed domestic cities in China. However, weakness in theimplementation of the “FIVE Projects” and problems about environment managementexist.Based on the combination of the experiences of urban management from foreigndeveloped cities and the analysis of the current implementation of Haikou’s “FIVEProjects”, this article rationalizes the system and mechanism of the “FIVE Projects”and suggests the solution to current existing problems, through the idea of systematicengineering. Based on the problems on Haikou’s environment and the strategy of thecomprehensive improvement projects, this article rationalizes the outline of furtherurban management, combines the urban environment comprehensive improvementand the city’s image enhancement, and creates a long-term urban managementmechanism. This article is not only a practical example about environmentimprovement for local governments in China, but also a reference for the governmentof Hainan to develop Hainan island as an international tourism island and for thegovernment of Haikou to achieve its “City with Taste” development goals in the areasof living, business, education and tourism.By building an assessment process to Haikou’s urban environmentalcomprehensive improvement system, this article scientifically and quantitativelyanalyze implementation effects of Haikou’s “FIVE Projects”. It provides rigorous results for the implementation effects, and scientific references to the projectedimplementation of the “FIVE Projects” and policy design for the government ofHaikou.
