Study On Government Responsibility Of Environmental Pollution Prevention And Control In The Process Of Agricultural Industrialization

Agricultural industrialization is a new kind of mode of agricultural production,because of its characteristics such as scale, commercial, it can have a significantimpact to the environment in the development process, the norm from the perspectiveof the industrialization of agriculture, in addition to the adjustment of the agriculturalmarket, the government’s administrative management and service measures are alsoimportant aspects. Under the background of the contradiction between environmentalprotection and economic development in our country still failed to seek the balancepoint, and the traditional examination system “only GDP”, how to make thegovernment in the process of agricultural industrialization play to the functions ofprotecting the environment, it would be one of the problem that agriculturalindustrialization must solve.At present, agricultural industrialization in our country that shows marketingmanagement, enterprise administration, specialized production and large-scaledevelopment, so the main reasons for the environment pollution are the pollution ofagricultural production, peasants’ living and rural enterprises. It also makes theenvironment in the process of the industrialization of agriculture non-point sourcepollution create new features: The endogenous pollution of agricultural productionand peasants’ living have a long history, and present the scale trend; The meteoric riseof rural enterprises pollution with exogenous sequencing further trend. Anyway, theecological agricultural industrialization will be the value selection of theindustrialization of agriculture in our country. As a result, this also puts forward newrequirements for government responsibility of prevention and control ofenvironmental pollution. By analyzing the theory basis of government environmentalresponsibility and considering the reality of our country, and we can analysis thatprevention and control of environmental pollution in the process of agriculturalindustrialization of government responsibility mainly from three aspects such as thegovernment’s comprehensive environmental decision-making, governmentenvironmental management, environmental accountability. By concretely analyzingthe present law regulation situation of environmental protection in China, there existmany drawbacks in three aspects: environmental protection department set-up,environmental responsibility of government, environmental accountability ofgovernment, environmental responsibility of government include that environmental impact assessment system and environmental planning system, governmentenvironmental monitoring and environmental monitoring system, the governmentenvironmental subsidies for uninstitutionalized actions, the guidance and supervisionof the use of pesticides,fertilizers, agricultural films etc, the proclaim and delivery ofgovernment environmental information. Should correctly handle the government,therefore, in the process of agricultural industrialization of environmental pollutionprevention and control of responsibility, should be reasonable setting of governmentenvironmental responsibility main body and the competence to obtain, and throughperfecting government environment legal responsibilities, enhance the governmentcredibility; through perfecting government accountability mechanism, strengthen thegovernment’s executive power, in order to overcome the disadvantages of insufficientenvironmental law effectiveness in the process of agricultural industrialization.
