Reasearch On The Underlying Reasons And Countermeasures Of Marine Environmental Pollution In Shandong Province

With the continuous development of social economy and the increasing ofpopulation，land resources scarcity and limitedness have gradually become theobstacles of social and economic development. As a result of the obstacles，peoplegradually shift their focus on the development of the ocean. For this reason，peoplecall the21st century the century of ocean. In the new century，as the relationshipbetween human and ocean gets increasingly closer， the exploration and utilization tothe ocean become the reasons why marine resources and environment suffer seriousdestruction. The ocean area in Shandong province is broad. However，with thecontinuous development of enterprise economy，marine environment gets deeppollution，and marine environment becomes a serious problem to be solved. On theother hand， the pollution of the Marine environment， not only affects the growth ofsea creatures inside，but also will further endanger people’s health. At the same time，it will be negative influence on the economic development of coastal regions. If thisproblem does not get solved in time，marine environment will face a greater threat.The Marine environment question in Shandong province has aroused the attention ofthe society from all walks of life，including provincial and regional governments whohave introduced various laws and regulations to safeguard the Marine environment.Although progress has been made，some problems still remain. The terrible marineenvironment has become one of the main factors that restrict the development ofeconomy and the other aspects in Shandong province. How to bring the environmentpollution under control is a great problem needed to be solved. Therefore，it is ofhigh importance to study the causes and countermeasures of marine environmentalpollution in Shandong province. Basing on relevant theory of marine environmental pollution， this paperintroduces the marine environment situation in Shandong province，and analyses thesituation and serious results of marine environmental pollution in Shandong provincewith data in recent years; then，reasons of marine environmental pollution inShandong province is analyzed in this paper，including intuitive and specific reasons.In addition，experience on controlling Seto Island Sea of Japan and the Great Lakes inthe United States is introduced in this paper. They both have similar marine pollutionsituation with Shandong province. Finally，according to the above analysis of theforeign experience， thus put forward the countermeasures for pollution control of theMarine environment in Shandong province: set up and perfect relevant laws onprecaution and control of marine environmental pollution; develop ecological andcircular economy，and put the system of total amount control of pollutants and systemof polluting ownership trading into practice; improve the wide and durableparticipation of social public to the environment; establish and improve marineenvironmental management and comprehensive coordination mechanism in Shandongprovince; set up marine environment comprehensive management committee inShandong province. Hope that Shandong province could achieve greater results inmarine environment protection and management to better promote the sustainable andhealthy development of marine economy in Shandong province.
