| There is a close link between industrial structure and the economic growth, consumptionof resources, environmental pollution. Changes in the industrial structure will directly orindirectly affect economic growth, resource depletion and environmental pollution intensity.Therefore, the reasonable adjustment of industrial structure plays a positive role in promotingeconomic growth, reducing resource consumption and environmental pollution. The industrialstructure optimization is imperative to solve the excessive consumption of resources,deteriorating environment and increasing greenhouse gas emissions.As an economically developed province, sustained rapid economic growth of Jiangsu hascaused tremendous pressures: huge resource consumption, low energy efficiency, increasedgreenhouse gas emission. The only way to promote sustainable economic growth is to realizethe industrial structure optimization in a low-carbon way. The paper analyzed the currentsituation of economic development, energy consumption and carbon emissions under thecarbon constraints. Based on the analysis on carbon efficiency and industrial-scale, it made aseveral recommendations of industrial structural optimization. Its contents are as follows:(1) Analyze the industry evolution, the output proportion and growth rate of JiangsuProvince. Through the heavy and light industrial classification and analysis, it shows a seriousimbalance between them. The entropy analysis of industrials remarks that the industrystructure is gradually stable.(2) With the CO2calculated model, the paper comparatively analyzed the currentsituation of the overall industrials on the energy consumption and carbon emissions. Theresults show that the high energy consumption and serious carbon emissions makes theJiangsu grow still in an extensive model.(3) Using the DEA model, the paper studied the industrial industry and constructed theinput indexes: energy consumption, electricity consumption, capital and labor; the outputindicators: GDP and carbon emissions. The input and output oriented analysis on it shows that9of them has an steady development efficiency;11of them changed a little slow;15of themhave a relative develop advantage; the last one needed to be improved most.(4) Based on the above results, the paper proposed four approaches to optimize thecarbon-constrained structure: regional industrials transfer, economic structure adjustment,technology innovation and resource optimization. |
