Global warming caused by greenhouse gas has become the focus of theinternational community. And construction has always been the main field ofcarbon emission. The size, body mass and energy intensity of publicbuildings are synchronized growth. And it will bring huge carbon emissionsof public buildings’ related fields. So the public buildings will be the focus ofbuilding energy conservation work. The climatic conditions have a greaterimpact on carbon emissions in public buildings. So the paper studies oncarbon emission and emission reduction strategies of public buildings in hotsummer and warm winter area. It has positive significance for the energysaving and emission reduction of public buildings in the same area.Based on LCA (Life Cycle Assessment), the paper builds the life cyclecarbon emission evaluation model of public buildings. It includes three submodels, which are the life cycle carbon emission calculation model, life cyclecarbon emission impact model and life cycle carbon emission improvementmodel. the paper selects a public building in Xiamen City as case studies byapplying the evaluation model, and works out that the life cycle carbonemission of the public building is117596.48t, annual carbon emission of persquare meter is92.18kg/a·m2. Among them, the use phase emissions themost,8357%of the total emissions, far greater than the sum of the remainingtwo phases; Second stage is the materialized phase,16.11%of the totalemissions; the elimination phase emissions the least, only0.32%of the totalemissions. Through evaluating the emission improvement of that publicbuilding, three most obvious factors are obtained by sensitivity analysis,which are air temperature, carbon emission factor of electricity and lightingpower density. The emission reduction of public buildings should start withthese three factors. The economic effect of the reduction program of exteriorwall is not good. The reduction program of roof has a certain degree of economic viability. But its dynamic investment recovery period is longer,and it is less attractive for investors. So it has a certain degree of difficulty topromote.Finally, the paper proposes the emission reduction strategies from twoperspectives based on the above findings:1) Perspective of LCA. Throughthe carbon emission comparison between the public buildings and residentialbuildings, the paper makes the general and targeted emission reductionstrategies of public buildings in hot summer and warm winter area;2)Perspective of carbon trading. Economic evaluation model of publicbuildings emission reduction can increase the economic benefit. So the paperdraws a conclusion that in order to promote the low carbon public buildings,there are two pronged approach, one is to promote the economic evaluationmodel of emission reduction based on the carbon trading, the other is tostimulate stakeholders to participate in emission reduction.
