The rapid growth of the global population and economy has brought tremendous pressure on the global environment.The world 's energy crisis and the problem of the greenhouse effect have continued to intensify,and environmental governance issues are imminent.Various countries and regions in the world are gradually aware of the seriousness of the problem,and have gradually adopted energy-saving and emission-reduction measures to deal with the worsening environmental problems.As a world's population and economic power,China's total energy consumption has ranked first in the world in recent years,and its total carbon emissions have also increased rapidly year by year.In order to alleviate the energy crisis and the greenhouse effect,China continues to promote energy conservation and emission reduction in the whole society,and takes construction areas with large energy conservation potentials as one of the key targets,accelerates the construction of the national carbon trading market,and achieves energy conservation and reduction through marketization.The initial development of the carbon trading market will inevitably involve the issue of initial pricing when carbon emissions permits are in paid distribution.However,most of the domestic current research on pricing of carbon emission permits is concentrated in industrial and electric power industries,and few scholars have been involved in carbon emission pricing research in the field of public buildings.Based on this background,the initial pricing method for carbon emission rights of urban commercial public buildings in China is proposed in this thesis,which provides a price reference for the government in the paid allocation phase of carbon emissions permits.Firstly,the status quo of China's urban commercial public building area stocks,energy consumption and carbon emission characteristics are analyzed,and the carbon trading market operation mechanism is analyzed in this thesis.Meanwhile,the concept of shadow prices and the shadow price connotation of public building carbon emission rights are explained,and the subject composition of the transaction process and the behavior of the owners are analyzed in this thesis;Secondly,construct a shadow price model of urban commercial public building carbon emission permits based on Operations Research Principles,and collect a large amount of data to estimate the total carbon emissions of commercial urban public buildings and the total profit obtained by owners of urban commercial public buildings,and solve the model to obtain the initial carbon emission price of urban commercial public buildings.Thirdly,the factors affecting the shadow price of provincial carbon emission rights were analyzed,and the index system was constructed using the principal component analysis method.The provincial economic difference coefficient and technical difference coefficient were determined separately.Then the comprehensive coefficient of regional differences is determined,and the initial allocation price of carbon emission permits for urban commercial public buildings in provinces is obtained.Finally,based on the above-mentioned research process of initial pricing of urban commercial public building carbon emission permits,some countermeasures and suggestions are proposed to relevant departments for the construction of the regulatory system and the recycling of government revenue.
