The Meizhou Industry Associations To Participate In Special Equipment Safety Supervision Research

Industry Association is social organization widespread in market economy country, inmodern market economies, it plays an important role in promoting the development of theindustry, regulate trade order and monitoring industry behavior. Meizhou Special EquipmentIndustry Association is the only industry association of special equipment. As importantbridge between government and enterprises, on the one hand, it publicizes and implementsspecial equipment relevant laws, rules, regulations, safety specifications standards and bearsthe relevant government departments entrusted the relevant matters of special equipment. Onthe other hand, it provides industry information, technical standards, technical information forbusinesses and individuals, carries out academic exchanges and technical services, positivecommunications and contacts between the government and enterprises, enterprises andbetween enterprises. It plays an active role in promoting industry self-regulation of Meizhouspecial equipment and assisting government departments to implement special equipmentsafety supervision. But it also faces the problems of lack of services, the management systemis not perfect, the function is imperfect, lack of legal environment, etc. The problems whichMeizhou City Special Equipment Industry Association currently faced, is not an isolated case,it is China Special Equipment Industry Association general problem areas, concrete, and alsothe country lots of places special equipment industry associations exist to varying degrees. So,by studying the industry associations involved in Meizhou, special equipment safetysupervision problems and propose appropriate countermeasures, for our industry associationsto participate in special equipment safety supervision to provide some reference.Thesis consists of five chapters. The first chapter is the introduction. It introducesresearch background and significance, research status, research ideas and research methods,research main content. The second chapter is Meizhou City Special Equipment industryassociations involved in special equipment safety supervision analysis. It introduces thecurrent situation of Meizhou special equipment safety supervision, the development ofMeizhou City Special Equipment Industry Association. It introduces the main results ofMeizhou Industry Association introduced special equipment safety supervision from theprovision of professional and technical support, to promote the industry to communicate, to assist the government to implement regulation, promote industry self-management, etc. Usingthe questionnaire survey and analyzing the results of the main problems that Meizhouindustry associations involved in special equipment safety supervision. The third chapter iscauses of problems that Meizhou industry associations to participate in special equipmentsafety supervision. It analyzes from internal and external factors. The external factors includethe traditional concept of governance influence, the legal system lags behind industryassociations, industry association low level of social recognition. The internal factors includethe independence weak development of industry association, the industry associationmanagement system is not perfect, and the ability to trade associations strong enough. Thefourth chapter is the revelation to Meizhou which Foreign industry associations to participatein special equipment safety supervision. It analyzes practices and inspiration which UnitedStates, Germany, Japan industry associations to participate in special equipment safetysupervision. The five chapter gives some suggestions that Meizhou industry associations toparticipate in special equipment safety supervision. It separately proposes countermeasuresfrom two aspects which includes the external environment support and their ability to theconstruction. The external environment support includes reform of the current managementsystem, accelerate the transformation of government functions, establish and improve lawsand regulations, strengthen the cultural construction industry. The own capacity-buildingincludes the establishment of scientific and rational internal management mechanism, expandfinancing channels of trade associations, accelerate the talent restructuring of industryassociations, enhance the service capabilities of industry associations, to strengthen theforeign exchanges and cooperation of industry associations, to establish self-regulatorymechanism of industry associations.
