Research On Performance Measurement Method For Special Equipment's Safety Supervision

Along with the continuous development of economy in our country, special equipment has become an indispensable means of production in our life. But it also brings great threats to people's lives and society stability because of its high risk and accident proneness. For the sake of safety guarantee of special equipment and to ensure that people's normal life and social stability, safety supervision of special equipment must be done well.Government performance measurement is an effective method to measure government performance and increase the government working level. So in order to increase the working level of special equipment's safety supervision comprehensively, it's necessary to study on performance measurement method for special equipment's safety supervision.Considering safety situations of special equipment and supervision features, on the basis of government performance theory, a performance evaluation index system of special equipment's safety supervision was set up by using Key Performance Indicators (KPI). We also designed a performance evaluation technology in this paper.The main work is summarized as follows:(1) A performance evaluation index system of special equipment's safety supervision was established. This index system was based on theories of government performance management, safety system principle safety supervision etc. It contains two levels, one is using for Province (or Municipalities & Autonomous region) which contains 4 first level indexes and 39 second level indexes, the other is using for County (or Prefecture-level cities) which contains 4 first level indexes and 35 second level indexes. There are index properties, which are Check type and Sample type. The weighing of indexes was made by AHP and Expert Meeting Method.(2) Performance measurement technique was designed. This technique was composed of two assessment tools and a series of evaluation criteria. The tools were designed on the basis of index properties and the evaluation criteria were designed on the basis of safety laws, standards, advanced experience in special equipment supervision.(3) Implementation Procedures of evaluation was established. A chart showing the content of performance evaluation and a flow chart of implementing evaluation were provided. We also provide two specific methods, which are File access method and Questionnaire for collecting data about evaluation indexes.(4) Confirmation tests were carried out to test the evaluation method. During the study we selected Nanjing province, Zibo province and Shenzhen province as test objects. The pilot made a good effect. And it is proved that the Performance Measurement Method for Special Equipment's Safety Supervision is feasible and reasonable.
