Study On Construction Of Agricultural Meteorological Service System In Heilongjiang Province

Being at a critical juncture, the agriculture in Heilongjiang province is turning from traditional to modern, featuring high yield, good quality, great efficiency, environment protection and food safety. It calls on urgently us to carry out full-rang and deliberate agro-meteorological services in order to meet the requirements of a scientific, intensive, commercialized and industrialized modern agriculture and to facilitate the development of agriculture with distinctive local characteristics, facility agriculture, export-oriented agriculture,urban sight-seeing agriculture as well as other emerging agricultural industries.The construction of agricultural meteorological service system will greatly enhance the ability of agricultural meteorological services in serving agricultural production. This thesis focused on the construction of agricultural meteorological service system in Heilongjiang province, aiming to provide references for the development and innovation of Heilongjiang agricultural meteorological service system.Taking the construction of Heilongjiang agricultural meteorological service system as the main line, this thesis analyzed the problems of agricultural meteorological services in Heilongjiang province. It proposed the important background information and meaning of the research on the service system construction, made clear of concepts related to agricultural meteorological services, described the status quo of the agro-meteorological services at home and abroad. In light of the definition of agricultural meteorological services and the connotation and characteristics of agricultural meteorological service system,the thesis constructed the Heilongjiang provincial agricultural meteorological service system including the Heilongjiang agricultural meteorological service system and the security system. Based on the status analysis of agricultural meteorological services in Heilongjiang province, the thesis analyzed the problems in the Heilongjiang provincial agricultural meteorological services, and put forward altogether six implementation measures for Heilongjiang provincial agriculture meteorological services, namely increasing the awareness of system construction, enhancing the level of modernization in agricultural meteorologicalservices, integrating the service system construction into work related to agriculture, rural areas and farmers, establishing long-term mechanisms of service system construction, improving the connotation of the service system construction and lastly facilitating balanced development between different regions.
