The "14th Five-Year Plan" period is the first five years for China to achieve the goal of building a socialist modern country in an all-round way,and it is an important stage of my country's modernization development.It is mentioned in the "The Fourteenth Five-Year Plan of the People's Republic of China for National Economic and Social Development and the Outline of Long-Term Goals for 2035" that it is necessary to implement black soil protection projects,stabilize basic grain production capacity,strengthen agricultural meteorological services,and provide production and supply of important agricultural products.Provide security guarantees,improve the agricultural technology innovation system,innovate agricultural technology dissemination and service methods,and promote the development of smart agriculture.As a major grain producing area in the country,during the "14th Five-Year Plan" period,Jilin Province must give full play to the advantages of the country's important commodity grain bases and resist the important task of stabilizing food security.Some regions take the lead in realizing agricultural modernization.The realization of agricultural modernization must first realize the modernization of agricultural science and technology.Meteorological modernization is an important part of the modernization of agricultural science and technology.Therefore,Jilin Meteorological Development must ensure the implementation of the "ten major projects",ensure the promotion of the "three major systems" of modern agriculture,ensure that the grain output reaches the level of 80 billion catties,and ensure the promotion of rural revitalization and protection.And use the "giant panda in the cultivated land" to give full play to the role of meteorology,accelerate the construction of a modern agricultural meteorological service system,strengthen the basic support for rural revitalization,and provide meteorological services for the first to realize agricultural modernization.Although the agricultural meteorological authority of Jilin Province has achieved certain achievements in agricultural meteorological services,it has also initially formed an agricultural meteorological service system.However,with the development of agriculture,the requirements for meteorology are getting higher and higher,and the current system cannot meet the high-quality agricultural production.Based on the field survey data,this paper analyzes the construction of agricultural meteorological service system in Jilin Province by using innovation diffusion theory and information dissemination theory.The paper is divided into three parts.The first part describes the research background,domestic and foreign research status and related concepts.The second part firstly describes three stages of the development of agricultural meteorological service system in Jilin Province:preparation stage,formation stage and development stage.Secondly,the present situation of agricultural meteorological service system construction in Jilin Province is introduced in detail.And according to the construction status of jilin Province agricultural meteorological service system SWOT analysis,including its own advantages and disadvantages,external factors opportunities and challenges;Then the agricultural meteorological service system in Changbai Mountain area is taken as a case study to analyze the current situation and establish benefit evaluation model through questionnaire survey results.Finally,we draw on the experience of agricultural meteorological service system construction at home and abroad.In the third part,aiming at the problems existing in the construction of agricultural meteorological service system in Jilin Province,the strategy of optimizing the construction of agricultural meteorological service system in Jilin Province is put forward from two aspects of perfecting the business level and perfecting the safeguard measures.
