In recent years,the traffic accidents happened frequently with the rapid development of China's transportation. Visibility, precipitation, temperature, wind and other weather phenomena have great influence on the traffic safety, the importance of traffic safety is prominent, and all walks of life have rising demand for traffic meteorological service. Geographic Information System is a kind of important spatial information technology which can handle massive spatial data quickly and query spatial data effectively. It has strong spatial analysis function, visualization analysis ability and cartography function. Geographic Information System provides a good solution for the traffic meteorological service. This paper is based on the basic of summarizing the achievements obtained in China and abroad, combined with the traffic meteorological services business requirements of China Meteorological Bureau, the key technologies in design and implementation of the traffic meteorological service system are researched on the analysis of ArcGIS Engine component technique. This system can display multiple weather elements in the way of visualization and map symbol, it enhances the ability to provide weather alarm and weather forecast service, broadens service areas, improves service quality and provides meteorological service for the national traffic safety.The main research work is as follows:[1] According to the traffic meteorological services business process, demand analysis and design function of traffic meteorological service system, and make it to meet the requirements of national and provincial meteorological department business.[2] Study geometry class library, geodatabase class library, datasourcefile class library, carto class library, spatialanalyst class librarysome and some other libraries of ArcGIS Engine, and the realization methods of those class libraries's interfaces are researched.[3] Research the system design and implementation of traffic meteorological service based on ArcGIS Engine, realize the design and development of some main function modules, such as traffic meteorological monitoring module, traffic meteorological data revision module,traffic meteorological forecast manufacture module.
