With the diversified and complex development of economy, it is important to learn how to analyze and predict the situation of economy. Keqiang index, as an important indicator which is used to describe the situation of economy development, the study of the relationship between it and economy has become the hot topic in the academic circles in recent years. And as two important indicators within the Keqiang index, the impact of Freight volume and industrial electricity consumption on economy is worthy of further study. In fact, the effect of freight volume and industrial electricity consumption to the economic is not determined by one-on-one static analysis, it has an important significance for the freight and the power industry construction and the smooth and orderly development of the economy to comprehensively analyze the interaction between freight system and economy, industrial electricity system and economy, and correctly understand the system that contains these three parts.Based on the above purposes, freight volume、industrial electricity consumption and GDP are chosen to establish the F-E-G system. Firstly, the dialectical relationship between freight volume and GDP, industrial electricity consumption and GDP is analyzed, the internal relevance of the system based on the actual situation of Xi’an City is discussed, the overall structure of freight volume, industrial electricity consumption and GDP system is built; then the system dynamics theory is used to analyze the causal relationship between the components of the system, and then a total system dynamics model is established by combining with quantitative analysis; finally, the model is simulated to get and analyze the development and change of F-E-G system in Xi’an City, and on the basis policy simulations is made.The two main achievements:The system dynamics modeling of the F-E-G system in Xi’an city was completed, in the process of modeling, the system structure and the causal relationship were gotten, the types of variables were defined and then the system flow chart was constructed, and the corresponding equation was determined by mathematical method; the system dynamics simulation of the F-E-G system in Xi’an city was completed, through the simulation of the F-E-G system in Xi’an City from 2008 to 2020, it turned out that the test result was reasonable, it could reflect the development and change of the future in a certain extent, then, the policy simulation was carried out according to the problem appeared in the simulation result and the actual situation in the real system, some corresponding suggestions were put forward by analyzing the results of the experiment.
