Nearly two-thirds of the land area for mountain in China, while in the Pacific plate and Eurasian plate at the border, its geographical environment determines that China is a country with a very frequent and severe disaster losses. And Panzhihua is in the southwest of China, also has drought, the rainy season, the climate is characterized by persistent drought in winter, summer rainfall weather. Mountain, earthquake and heavy rainfall makes Panzhihua geological disaster risk is particularly prominent, extremely easy to induce collapse, landslides, debris flow, flash floods and other geological disasters. Under this background, combined with the technological advantages of China 19 Metallurgical Group in mountain disaster, the Panzhihua municipal government has set up the "China 19th & PAN Zhi-hua Mountain Disaster Prevention and Control Technical Center". In the construction period of two years, it has accumulated some experience in the construction and management of mountain disaster prevention technology center. the main work of this paper is that:1 Platform management system of Mountain Disaster Prevention and Control Technology CenterAiming at the technology intensive features of mountain disaster prevention and control platform and the general and sustainable requirements of technology center platform, the platform management system of mountain disaster prevention and control technology center, which is composed of expert decision system as the core, engineering project management module, scientific research management module and risk management module is constructed. Among them, scientific research management emphasizes the "program evaluation and process inspection", in order to reduce the risk of scientific research, project management emphasizes on the project implementation, the middle and later stage of engineering problems, forming the technical data; risk management emphasizes the risk control cost, so that the risk may be the loss of balance, and taking the common landslide accident as an example, the risk is evaluated by using the method of fault tree analysis. The results show that the weather conditions are the most important, and the improvement of the slope drainage measures should be taken in order to prevent rain intrusion.2 Platform construction of mountain disaster prevention and Control Engineering Technology CenterMountain disaster prevention and control technology center platform is to obtain the advanced technical reserves of mountain disaster prevention and control, establish efficient, professional mountain disaster prevention and control technical personnel, forming a powerful technical service platform. At the same time, with the external universities, scientific research institutions to establish long-term cooperative relations, strengthen personnel exchanges and training.
