Jinzhou is an important city of Liaoning and an important coastal open city in the Bohai Economic Development Zone. In recent years, with the continuous the development of economic and society, developing activities in coastal zone are deepening, and the strength is also increasing. In this study, on the basis of a review of research about land use change, environment effects and the value of ecosystem services, and in base of the remote sensing data of 2000 and 2015,using RS and GIS, to analyze the change of land use and ecological risk in Jinzhou coastal zone. On this basis, referring the Chinese terrestrial ecosystem per unit area ecosystem service value table, correcting according to the specific circumstances of the study area, to estimate the value of ecosystem services in 2000 and 2015, and analyze the changes. The main contents and results are as follows:(1)According to the remote sensing image resolution and other information of the study area, the land use types in the study area is divided into sea, terrestrial waters, wetlands, arable land, construction land, woodland and mariculture land.(2)The land use structure has a great change in the study area in 2000-2015, where mariculture land and construction land have a massive increase, woodland and terrestrial waters are also in a growth state, and the sea, arable land and wetlands are decreasing. Landscape in the study area undergoes great changes, the plaque in the study area is in the aggregate, dominance of sea, wetlands and arable land decreases, the dominance of farming land and construction land increased and the landscape becomes uniform.(3) Land use ecological risk in Jinzhou coastal zone from 2000 to 2015 shows a rising trend, and the area of higher value is gradually expanding. Higher ecological risk areas mainly concentrate in the sea and coastal zone, and it shows a decreasing trend from coastal area to inland.(4)The value of ecosystem services in the study area from 2000 to 2015 shows a downward trend. In terms of land use types, the ESVs of mariculture land, woodland, construction land and terrestrial waters are increasing, and the ESVs of sea, wetlands and arable land are on the decline. In the different ecosystem service function, only the value of food production is on the rise, and the rest are in decline.(5)For research, we put forward some relevant policy recommendations, including the establishment of key wetland area; strictly control the expansion of farming land; increase the surrounding land reclamation approval; increase the waters near the coastal zone protection; establish value of ecosystem services-based ecological assessment mechanism.
