GIS is a geographic space information system which has the functions of data acquisition,management, analysis and decision-making. Three-dimensional visualization technology express the data to the information of visual display.This is a big chance that 3 D visualization technology is introduced into GIS.Meteorological data of 3 D which regards as GIS 3D technology is one of the important applications in the field of climate science.In this article,with the development of 3D GIS related technology at home and abroad, we understand, collect and analysis 3D GIS systematicly on the basis of the present situation and development prospect. It uses the data which mainly includes different heights of isoline arrays that provided by province meteorological department to verify this visualization system. We design and development the meteorological data visualization system with the help of AVS/Express platform software.As a result, it can generate isoline visual meteorological data and achieve 2-3D visualization. At the beginning of the system, we use technology of OpenCV for loading video page,we put the watermark loading the corresponding position of the video page with the help of a raccoon dog kennel converter. Hebei area reproduction grid and grid calibration used in data processing, the system background realize the basic function of meteorological forecast through the AVS modules of internal logic. The whole system using photometry and the dot product, vector and variance mathematical algorithm such as knowledge, isobar intelligence than algorithm and meteorological knowledge to realize 3D visualization It uses photometry and colorimetry of algorithm and meteorological knowledge to realize 3D visual effect and it also use the 2-3D GIS integration technology to enhance the ability of meteorological data graphics analysis. Meteorological model data can be physically presented to the scientific research personnel through the application of visualization technology. so that scientific research personal understand the meteorological data and improve cognitive ability deeply.
