Evaluation On Competitiveness Of The Marine Economic In China

Entering the new century, with the rapid growth of the world’s population land resources that can be used by humans are rapidly depleted, and the the human living environment have deteriorated on a certain degree, so in order to seek a sustainable and healthy development way of human beings, many of the countries and regions will have eyes on the ocean. Exploiting the marine resources and utilizing the marine resources have become an important development strategy around the world. As a developing country which develop rapidly and have a large population, our country need to exploit and utilize the marine resources to alleviate the socio-economic development of our country for all kinds of energy. Marine economic competitiveness has become an important criterion for evaluating the level of development of marine economy, but the research on the marine economy is still in a preliminary stage of exploration, and the research method is much simple. This paper will use BP neural network theory to evaluate and research the marine economic competitiveness of China’s 11 coastal provinces by qualitative and quantitative methods.Firstly, the article discussed the theory of competitiveness of the marine economy at home and abroad, and explained the meaning of competitiveness the marine economy. Secondly, the article analysis the various factors affecting the marine economy. On this basis, by researching on the domestic and international economic competitiveness evaluation system of marine, combining the characteristics of China’s marine economy, according to the availability of data indicators selected, the article select five first-level indicators including economies of scale. In the 11 coastal provinces and cities,8 provinces were randomly selected as the training samples, and the we train the BP neural network model, until it became stability. We evaluate the marine economic competitiveness of the last 3 coastal provinces and cities, and analysis the marine economic competitiveness. Finally by the analysis of the model the article find the main indicators which had an impact on the coastal marine economy, and concluded that we needed to adjust the structure of marine coastal provinces between three industries, constantly improve the technological level of the marine economy, continue to standardize and upgrade three coastal tourism to enhance the level of the marine economic competitiveness in the coastal provinces.
