With the rapid development of GIS and the popularization of computer technology, GIS plays a more and more important and irreplaceable role in our life and industrial production. Throughout the ages, almost all of human activities taken place in the living spatial dimension are closely related to the earth surface, i.e. geographic position. GIS has developed from the primary productization to a mature scientific field providing popular service to the public. Influenced by “Digital City” and “Smart City”, people and governments gradually realized the importance of the information management of emergency resources and in-time processing of the emergency events. Not only China but also many other countries have done a lot of scientific research in this field. Researches in Computer science and GIS discipline are focusing on the grid-based management of emergency resources and the spacial analysis of emergency resources data based on GIS, as well as the correct processing of emergency events accordingly.However, the theoretical research and technical research for information management of emergency resources and in-time processing of emergency events at primary level at home and abroad are restricted to single discipline. For example, in the computer field, only the idea of “informatization” and “paperless” are applied to do the construction of the framework platform; meanwhile in geographic filed, researchers only can make single spatial analysis for vector-structured data of the distribution of some emergency resources and location of emergency events. These studies are short of integrated research for GIS, computer technology and other disciplines. Therefore, to meet the needs of government and companies and to realize the integration of disciplines, we developed a set of frameworks of grid management platform for community-based emergency resources on the basis of sharing and analyzing of spacial data in geographic grid, geographic information visualization and systematization of computer information management. It is aimed to realize the integrated application of network communication technology, computer technology, geographic grid technology and 3G technology(GIS, GPS, RS) and manage the community-based emergency resources on the basis of grid technology, which will offer a new service pattern for all government departments to manage the resources by grid from the overall perspective of SMART CITY. The final target is to achieve the integration and interchange among geographic spatial information resources and provide service-based GIS system design and development. This paper combines technologies with theories and contains the following three aspects of content:(1) The theoretical study of GIS grid managementThis paper starts with the concept of geographic grid, followed with illustration of the function of geographic grid in cartology and geographic information system, and its application in resources and environment. Then the theoretical basis and classification of two kinds of geographic grid, i.e. regular geographic grid and irregular geographic grid, are discussed. Analysis is focused on the characteristics of natural resources management based on geographic grid and the use of community-based emergency resources in geographic grid management.(2) The design and analysis of the platform of community-based emergency resources grid systemAccording to the GIS design theory and practical needs, this paper analyzes the current situation and urgent problems of community-based emergency resources. With the help of computer technology and GIS grid, it aims to realize modern management for community-based emergency resources, and finally make an overall design for the platform of community-based emergency resources grid system and database.(3)Key technology of grid management platform of community-based emergency resources.On the foundation of the research result and practice of GIS spacial data access and visualization, this paper discussed the basic map data of the grid management platform of community-based emergency resources, the quick access and release with tile data, the classification of geographic grid, and the development technology of the whole platform based on SSH framework of J2 EE.(4)Mainly analyze the spacial data on the foundation of platform implementationAs the requirement of the implementation theory of GIS, the platform is to be put into use through computer language and network technology. It is the platform implementation that makes the community-based emergency resources visualized on the map, so that these spacial data can be applied to do reasonable spacial analysis. For example, statistic analysis of the resources can give proposals to decision maker when dealing with emergency events.
