Research On The City's Emergency Events Decision Making Under The City Grid Management

With the process of urbanization accelerating,the population increased rapidly and the scale of the city enlarged.Thus the city Emergency Events occurred requently.It requires governments to have a quickly respond and processing.So far governments have established various kinds of emergency plan for urban emergency incident. Because emergency events are usually paroxysmal and unpredictable,so when there is a city event,managers need often make decision by their knowledge and experiences, and the emergency plan can't work effectively.So we need make full use of already existed information,make emergency plans accord with kinds of circumstances on the basis of intensive analysis of the information.Based on the city grid management,the management of emergency events integrates all kinds of existing information.By information analysis,each of the departments can coordinate cooperation to process the emergency event in time and effectively.This kind of management can provide a perfect solution scheme for improving quickly response capacity of the government and making scientific decisions for emergency events.This paper discusses on the principles and methods about dividing city in grids pattern for city grid management,and also analyzes the classification and coding methods of city components and events.By analyzing the conception and characteristics of types of city emergency events,the article puts forward on management methods for city emergency events based on the information analysis and decision making.This paper analyzes the information requirement for city grid management and has been obtained model which adapt to the management of emergency events by analyzing the existing information.This paper analyzes the influence impact extent of city emergency events and assistance resources by network analysis,and also analyzes the rescue route and staff evacuation route as well as the hazard control and the ways of hazard elimination.This article focus on the information analysis for the emergency event occurred.Use a natural gas leakage event as an example.By analyzing the existing information such as roads,rescue resources,residential area density and settlement places deal with natural gas leakage and tube explosion happen,this paper proposed the process measures and decision for emergency events treatment like personnel transfer, dangerous region management,rescue path and so on.At the same time the article put forward some suggestions on the reconstruction and evaluation after disaster,and was studied resource management and distribution in the future.
