There are at least sixty percent of population in the world who live in coastal zone area according to incomplete statistics. The length of coastline in China is more than 1800 kilometers. Over 70 percent big cities are located in the coastal zone area which belong to eight provinces, one municipality, two municipalities directly under the central government and two special administrative regions respectively. The special geographical environment of the coastal zone brings convenient transportation, beautiful scenery and rapid development opportunities, as well as the threat of marine disasters. As the most serious marine disasters, storm surge disaster would be a calamity for the coastal areas. Based on the related literatures, disaster investigation reports and field visiting surveys, ArcGIS9.3 is used to analyse data that have obtained. Firstly, classify the risk of storm surge disaster in the coastal area from the national level and draw different grades of risk zone for it. As an important port and tourist city in China, Qingdao is situated in Shandong Peninsula which is not one of the high-risk areas of the storm surge disaster. But the dense population of Qingdao coastal areas, especially the downtown coastal area, makes the city extremely vulnerable to storm surge disaster. Without complete disaster prevention planning and strategy, the consequences would be unbearable to contemplate in the event of catastrophic storm surge disaster. Therefore, according to the relevant data,some comprehensive evaluation methods such as the grey situation decision and entropy weight method, as well as the SPSS software are used to analyse and research the flood disaster risk of Qingdao coastal areas. Afterwards the flood risk evaluation index system of storm surge disaster in Qingdao is established preliminarily. Through screening and processing indicators, the selected quantifiable ones are available to quantitative analysis of storm surge disaster in the county-level city of Qingdao. The thesis divides flood disaster risk area in Qingda coatal areas and risk value of storm surge flooding disaster in the county-level city of Qingdao. The Jiaozhou Bay area is located in high risk areas of storm surge disasters in Qingdao. Thus the storm surge disaster in the jiaozhou bay area in different return period is simulated by ArcGIS 9.3 and ENVI image processing software. By calculating the affected population and land use types loss under different scenarios, the essay provides reasonable suggestions and references for the construction planning of the jiaozhou bay area.
