With exponentially growth of sciences and technologies such as communications technology, Internet technology and computer technology etc, human society continues strong demand for information services. Map, as an important tool for human spatial cognition, has changed profoundly and rapidly in terms of not only production form, expression, service mode, producing technology, and also user’s reading habits and reading mode. Obviously, the traditional concept of map has been unable to meet the social development needs today and in the future. Traditional map industry is facing difficult and unprecedented challenges. Transition and upgrading become an urgent need.This paper analyses the internal and external environment of map industry of Shanghai Surveying and Mapping Institute (SHSMI) by using basic theory and method of strategic management. Learning from relevant theories of Strategic Management at home and abroad, the paper aims to find out map industry development strength and weakness of SHSMI, and reveals underlying reasons of map industry bottlenecks on system and mechanism. And this paper researches strategy orientation and implementation plan of map industry development by first proposing the strategic concept of wide-sense map and using the business layer strategy management theory. At the moment, China’s domestic research in this area is still relatively small. This study is hoped to provide advice and guidance to the continuing development of SHSMI map industry under the new situation.
