From the data display platform to the development of service-oriented architecture platform makes WebGIS applications stride to a new stage. In response to these problems, this paper proposes using WebService and ArcGIS Flex API to build GIS application platform solutions, the main contents include the following aspects:1) Designed the architecture of WebGIS, including Client/Service layer/resource layer/database four-layer structure. The Client is running in the browser’s Flah Player, the Service layer is The IIS service, resource layer includes data storage services, map services and geoprocessing services, database layer store data based on SQL Server2008and local File.2) Analysis data storage and management online, distributed spatial analysis, through converting the ArcGIS API for Flex and SQL Server2008spatial data, to dynamic storage data and query it. GP service can get real-time analysis of dynamic data.3) Design and developed the information management platform of Quanzhou Bay Nature Reserve, provide information for Wetland Planning and Scientific study by information integration, data sharing and distributed spatial analysis.
