In recent years, rising temperatures, air pollution, dust storm hurricane, typhoon, tornado, the temperature changes, such as frequent extreme weather events, to the whole world is great threats and challenges that threaten the human development and continuation of response to climate change has become the countries must face the global problem together. China in the process of participation and the globalization, sustained rapid economic growth generated by the environmental pollution impact on the global climate change has received the widespread attention of international society, and even criticism. At the same time, China is facing the threat of climate change a lot, such as atmospheric pollution, rainfall is reducing year by year, rising sea levels and extreme weather and climate events appear frequently, farming and animal husbandry and the destruction of the ecological system and so on. The threat of these aspects of current China’s development pattern and consumption patterns, energy structure and innovation to address climate change, agriculture and coastal regions of ability are put forward severe challenges.China’s participation in global climate change governance facing both domestic and international problems. Domestic mainly to undertake the task of emission reduction disagree, and attaches great importance to the degree of shortage, climate change governance law is not sound and change the traditional industry production mode is not active. International major is not equal to global climate change governance system: western developed country is the predominant member of the climate change governance, the various countries’ relative lack of equality system support and the developed countries, as well as the principle of developing countries position differences: developed countries attempt to use the current emissions of greenhouse gases emission reduction commitment to force developing countries, but developing countries are stressed by historical emissions as a standard to make international emissions reduction obligations, for its own economic and social development. Under pressure from the international and domestic, we insist on common but differentiated responsibility principle, based on the historical responsibility and the principle of minimum principle, for China to participate in the global climate change governance, first proposed the idea of domestic and international two aspects countermeasures:the domestic need in the whole society to carry out propaganda education, climate change governance actively attaches great importance to the domestic scientific research and evaluation, perfecting the governance of climate change related laws and regulations, at the same time, efforts to promote energy conservation and emissions reduction by the practical action; In the international community, and promote the global climate change governance system development in the direction of the just and reasonable: actively promote south-south cooperation enhance the voice of developing countries, take the initiative to seek dialogue with the north countries to settle their differences, but also fully use international organizations to ease from the side with the sharp differences between the developed countries.Global climate change has become the biggest challenge for human society, global climate change governance action is urgent. From the power of the domestic reality needs to international pressure, China has actively take action to address global climate change are inevitable. Only for those routes, seize the opportunity, in the face of the challenge at the same time to promote China’s economic and social sustainable development and low carbon transformation is the best countermeasure.
