| Since the concept of Digital Earth was established, the concepts of Digital China andDigital Region have been developed subsequently. As an important component of thedigital world，Digital Region has become the core strategy of the regional informationconstruction. The Digital Region construction is being explored actively for effective waysand planning ideas all over country. The fundamental purpose of Digital Regionconstruction is for application，whose end-users are the government, business and thepublic. They can analyse, study, and solve the major problems in urban planning,construction and management on this digital platform. The construction of the applicationsystem covers the areas of e-government, e-commerce, digital communities, and so on.As an important part of the application system in Digital Region, e-government isthe best starting point for construction. In Fujian province, the "Fujian Provincial ChiefInformation Network Project","the Fujian Provincial Government Public InformationService Platform" and other e-government construction projects are listed as the leadingprojects in the information construction of "Digital Fujian", which has achievedbreakthrough development. Meanwhile, the bottlenecks of the construction is emergingincreasingly, of which the most prominent problems include the information island,low-level resource sharing, repeated acquisition," one-data multi-sources" and otherproblems in the development and utilization of information resources. These problems areespecially outstanding in the e-government construction in Fujian province.Development and utilization of information resources are centre tasks of nationalinformatization, of which the core issue is information sharing. According to the relevantstatistics, the government holds80%of information resources, distributed and stored indifferent departments. It shows that the government information resource is the main partof the digital region construction, needing shared urgently, which is also the mostprominent area in information islands. As all the countries at home and abroad areexploreing the methods for government information sharing, this paper analyse the GILSof U.S.A, AGLS of Australia, NZGLS of New Zealand, and so on. Combined with the ideaof directory system and exchange systems, a directory service model based on metadatadescription mechanism is developed, realizing the expansion and improvement of thealreay-built exchange system in Fujian province. This paper does the researchs relying on the project of Fujian Government Information Resource Catalog Compiling, and the maintasks are as following:(1) Learn from the scientific theory and successful case of business informationizatio-n, participate in cataloging the provincial government information resources of FujianProvince, and establish a valuable methodology and resource sorting strategy. Theoperational framework of each sector is cataloged, the total number of informationresources is checked out, and the directories of sectoral and provincial governmentinformation are compiled. The key indicators are extracted, laying the foundation foranalysing the need of meta-data and making the metadata standards and classificationsystem.(2) Based on the knowledgement of standard reference system and the regional events,the meta-data criterion and government information resources classification system areconstructed. The information is descriped preliminarily by metadata, and the directoryorganization method according to the classification system is drawed up.(3) Investigate the current strategies of sharing government information resources athome and abroad, put forward the idea of directory service model, and build an initialmodel.(4) Design a prototype system according to the model, and build the directory servicemanagement sysytem of Fujian Provincial Government Information Resources, which canrealize the basic management of registration, search and qurry for the departmentalgovernment information resources. |
