Water is both a basic natural resource and a strategic economic resource. Tianjin, the largest coastal open city in North China, is one of the cities confronted with the most serious water shortage in North China, whose water resources per capita is only160cubic meters.With the increasingly fast development and opening of Binhai New Area, water shortage has become a major bottleneck restricting the development of Tianjin. Among the available water resources in Tianjin, the abundance of surface water is affected by rainfall; groundwater sources are non-renewable, whose over-exploitation would lead to ground subsidence, seawater intrusion and other issues; urban water use, which mainly relies on’Water Diversion Project from Luanhe River to Tianjin City’and in emergency from Yellow River, is faced with a severe test due to lack of upstream runoff, regional economic development and population growth. Therefore, there is an urgent need to find new sources of water in order to solve the problem of water shortage in Tianjin.Tianjin has153kilometers of coastline and the waters under its jurisdiction is about3000square kilometers, so it is rich in seawater resources. Desalination, which is a kind of technology to derive fresh water from seawater, is the open source incremental technology of water resources. Compared with long-distance water transfer such as Luanhe-Tianjin water diversion and South-North diversion, desalination has advantages in the increase of total fresh water, little climate impact, high quality, stability and reliability, etc., so it can provide municipal and industrial water with higher quality for Tianjin and Binhai New Area.Therefore, it is a realistic and strategic choice to develop desalination technology and carry out studies of Tianjin desalination development in order to solve the water shortage in Tianjin and Binhai New Area, which is also of great realistic and strategic significance for ensuring the sustainable economic and social development in Tianjin and Binhai New Area and implementing the national Binhai New Area development strategy.In this paper, according to the status of water shortage in Tianjin and Binhai New Area, focusing on the urgent need for desalination during the development and opening of Tianjin Binhai New Area and the development of circular economy, a survey on the development of desalination carried out in Tianjin is conducted. By objectively analyzing the status and trends of desalination technology at home and abroad and Tianjin desalination development status, the paper does in-depth analysis on the existing problems of Tianjin desalination development.On this basis, relevant policies, industrial and technical and other basic conditions of the development of Tianjin desalination are analyzed systematically in order to identify their strengths and weaknesses, come up with the suitable ideas and patterns for Tianjin desalination and give some policy recommendations on promoting the development of Tianjin desalination from policy mechanisms, technological innovation, talent cultivation and fund input, etc..
