The shortage of water resources is one of the biggest bottleneck of Chinaeconomic development, and the implementation of desalination is the inevitablechoice to solve the shortage problem of freshwater resources in coastal areas in China.In the face of the significant period of development desalination, desalination waterprice system and the negative environmental impact from the dilute brine emissionsbecome the fatal obstacles that must be cleared on the path of development. In recentyears, some scholars have proposed the concentrated seawater utilization strategiesand specific methods to build the recycling industry, but the countries have differentnational conditions, the first to do is to make full premarket assessment. Some expertscalled for the national policies to support desalination industry development, in whichreform the desalinated water price of water. But they have not given the specificdeveloping principles of desalinated water. The purpose of this study is to establish acomparative analysis, and reference to advanced foreign desalination industrycountries to propose concrete solutions.First, comprehensive analysis of the factors in concentrated seawater causingnegative ecological environment impact, the ways and consequences of the impaction,the concentrated seawater processing research progress at home and abroad, andemphasize the prospects for the development and application of chemical resources inconcentrated seawater corresponding to the current situation of the development andutilization of land resources, and the value on the national economy and futuredevelopment. On this basis, propose concentrated seawater chemistry resourceutilization strategies: on the basis of comprehensive analysis of economic factors andenvironmental factors, extract the sea salt according to local conditions, that shouldextract the sea salt in closed gulf,in open waters that can be rounded to reduce costs;others chemical resources Mg Ka, Br, Li et al should all extracted regardless of thecost. Second, in-depth analysis the potable water price customized principle, checkedthe cost of water transfer and desalination using the full cost principle of remote, anddraw the institutional factors causing high water price. And from different aspects ofthe practical measures recommended, summed up the principle of reasonabledesalination water pricing, in order to break through the desalination industry marketbottlenecks. First, from the perspective of water resources value, put forward theconcept of water supply fee. Second, according to the resource value theory, basis onthe degree of water scarcity in local condition, put forward the principle of freshwaterresources supply fee equal to local water resources fee. Third, desalination plantsnormally combined thermal power plant-desalination, so raised the cost of powerconsumption is the cost of producing electricity in factory, the cost of the projectshould be given re-accounted. Learn from abroad Supportive policies in desalination,put the desalination industry and remote water diversion on the same level, that is thecity utilities, then re-calculated the investment costs, energy costs, late waterconveyance project cost, set a more reasonable water price customized approach.Fourth, depending on different applications of water production owing to differentdesalination, the concept of price ladder, that is sale water at different prices asdifferent qualities, so as to achieve efficient utilization of resources.
