Technology monitoring and evaluation of tackling climate change can help tounderstand the level of science and technology on tackling climate change of majorcountries. And help to improve the efficiency and quality of China’s science andtechnology on tackling climate change. This research can help to promote theinnovation ability on tackling climate change, and improve the comprehensivecompetitive power of China’s science and technology.In this paper, we build the monitoring model of major technical fields on tacklingclimate change. We research the present situation of science and technology resourceson tackling climate change, and analysis the characteristics and evolution trend ofinternational cooperation in the major technical fields. We build the index system toevaluatie the scientific and technological prowers of major countries, such as China,USA, Germany, Britain, France, Japan, Korea, Russia, Brazil, India.The research show that, different technical fields have different scientific andtechnological characteristics. The influence of China’s research specialist staffs andscientific research institutions in the international scientific cooperation is not enough.China’s research specialist staffs and scientific research institutions have got manypapers and patents on tackling climate change, but the quality of the papers andpatents are undergrade. China’s scientific and technological strength is strongest in thedeveloping world. Strengthen the ability of science and technology on renewableenergy, training first-rate research specialist staffs and building up first-rate scientificresearch institutions, can help China play a greater role in South-South R&Dcooperation and North-South R&D cooperation.
