Since the founding of New China, state-owned real estate has been a special national asset. It is a basic guarantee to solve the housing problem of urban residents, and also an important role in promoting the early national economy. However, with the development of commercial housing, the state-owned real estate has a huge shock. Especially, the management of state-owned real estate can not keep pace with the step of information technology and still follows the backward handmade mode, which makes information of state-owned assets can not be known timely and leads to a serious loss of state-owned real estate. Therefore, reasonable utilization of information technology to manage state-owned real estate is imminent. Combining Rich Internet Application and geographic information system makes WebGIS based on RIA become a mean to manage state-owned real estate better. WebGIS based on RIA is applied to the management of state-owned real estate. It realizes the scientific management of "using map to manage real estate" by using spatial information technology, and provides information update for users timely. It can improve the efficiency of departments and is important for the optimization of government management of daily management and maintain the integrity of state-owned assets. In addition, the management system of state-owned real estate based on WebGIS gets rid of defects that are rigid interface, low capacity of processing graphics and logic, slow response and so on. The new system makes the logic of structure become more clear and the latter maintenance of system more simple, which opened a new chapter for the development of WebGIS client and system architecture in the future.Take the management system of state-owned real estate of Wuhan based on GIS for example. Firstly, the paper has a brief introduction of state-owned real estate and its existence meaning. Through the current research status at home and abroad, the paper elaborates on the management of state-owned real estate, the research of WebGIS and GIS application. Secondly, this paper analyzes key technologies and the application of key technologies in the whole system from four aspects. ArcGIS Server map service provided by ESRI Company is used in system, and it provides the basic spatial data access and operation interface for system development. ArcGIS Flex for API is a new and perfect application development interface, which greatly reduce the workload of system development and development cycle. Implementation of system client is the embodiment of the application of RIA, in the paper, Rich Internet Application is described in detail, and taking Flex as an example, the overall architecture of Flex is conducted a detailed analysis, which illustrates the maturity of RIA in system development. Web Service is the key to the whole system for data transmission, which is the intermediate layer connection system client and server. The paper presents the conception of Web Service, the communication mode, structure and working processing. Finally, according to several aspects of user needs, business requirements, functional requirements and performance requirements, the requirement analysis of system are completed before development. Based on the requirement analysis of system, the design of system structure, system functions, database and client architecture, system interface is completed. Realization of each part of system is described around the development of system client, and completing the management system of state-owned real estate of Wuhan based on GIS. The management system of state-owned real estate based on WebGIS takes full advantage of the powerful graphical display of GIS and spatial analysis, combines with RIA, and uses four layers architecture which is the presentation layer, Web application services layer, GIS service layer, data services layer. In terms of organization and management of spatial data, spatial data is divided into base map and thematic map, and is managed reasonably by using ArcSDE for Oracle database. The system achieves the integrated management of maps, words and tables, and breaks the tradition of MIS and CAD system.
