Water is the source of life, base of ecology, and element of production. Inpresent, water resource is the same strategic energy of China as fossil oil and gas.However, the obvious demand-supply contradiction and the aggravating pollutionhas been the predominant problem that affects social healthy development.Unfortunately, in the past few years, the problem of water overdevelopment andenvironmental pollution has been spread to ecology-vulnerable groundwater fromsurface water.As the capital city been located in, the Haihe River Basin is the importantpolitical, economic and cultural area, and the area with water resources shortage andsevere water pollution as also. With the quick development of society and economy,water demand increases rapidly, and groundwater has been an important componentfor water supply in the Haihe River Basin. Hence the groundwater managementproblem in this basin has been an important study subject for society and economydevelopment.This study chose the Haihe River Basin as research area. Firstly, the basictheory and practical experience in present groundwater management weresystematically introduced. Game Theory, System Theory and sustainable utilizationtheory of water resources were analyzed, and advanced management experience ofdomestic and overseas country or region were used and referred. Secondly, thecurrent situation of groundwater utilization and public administration in the areawere collected and analyzed, and corresponding problems were found and analyzedin detail. Last, Groundwater utilization trend in the basin was carefully analyzed,than specific technical measures and management countermeasure were proposed,combining with theoretical analysis by Game Theory and System Theory. Thepropositions provide a certain reference for groundwater management in the area.
