With the larger scale, deeper complexity and broader social influence ofmodern engineering, the strategic property of national strategy engineering isbecoming prominent, which provides an empirical basis to the associated study.Strategic is one of the properties of the engineering. Studying on the concept ofstrategic property of engineering and putting it into the paradigm of engineering isclarification for some vague concepts such as “major projects”,“big project”,“strategic emerging industries” and“national strategy project”Under the engineering philosophy perspective, this paper studies theconnotation of the strategic property of national strategyengineering from two aspects which are internal nature and external utility. Theinternal nature of the strategic property of national strategy engineering can beinterpreted by intrinsic properties including cutting-edge science and technology,high-tech integration and emerging industry clusters and inherent characteristicsconsisting of international and political goals, systemic and complex structure,overall function and evolutionary characteristics. In terms of external utility in thispaper, the external utility of strategic property of engineering in economy, scienceand technology, society and culture areas are discussed.Putting the concept of strategic property of engineering into the paradigmof engineering and studying on it has theoretical enlightenment for improvingstrategic attainment of project leader, having engineers to make engineeringdecision, design, optimization and implementation in strategic perspective, andformulating the national science and technology policy and strategy such as thecultivation and development of strategic emerging industries.
