Basing on a multidisciplinary theory including evolutionary economics,institutional economics, new outlook on economic development and culturaldevelopment concept of Marxist, this paper has been conducted with various researchmethods including literature review, combination of quantitative research andqualitative analysis as well as the comparative analysis. Through comparing with themarine industry’s development of the US, current marine power in the world, theconclusion that enhancing the marine conscious of Chinese citizens as well aspromoting the China’s marine culture are the key solutions to narrow the gap in marineindustry development has been summarized. By applying empirical research which ison the basis of establishing surrogate variables of marine culture and the graycorrelation degree analysis, simple linear regression equation can be used to estimatethe important role of marine culture in marine economics development. Besides, Thedetail strategy and steps of utilizing the micro-blogging in marine culture and marineconscious promotion have been raised.This paper can be divided into six chapters:Chapter1is for brief introduction: the background of the research, the significantmeaning of the research, the methods of this research and research ideas are brieflylisted in this chapter. Moreover, previous literature reviews on marine industry, marineeconomics and marine culture have been articulated so that the research gap can bespotted.In chapter2, the connotation and the range of marine culture has been explained. Interms of the constant change of the culture, the definition and the range of marineculture have been summarized with the connotation of culture as a reference so that theemphasis of promoting the marine culture can be achieved.In chapter3, the view that marine culture benefits the development of marineindustry has been raised, which based on the comparing analysis on marine industrydevelopment between China and America. This chapter intends to use contrastive analyses comparing with U.S, a marine powerful nation worldwide, with PEST modelanalyzing the macro-environment of marine industry from the perspective of thepolitical and law environment, economic environment, social cultural environment andtechnological environment respectively. After comparison, lack of national-levelmarine-related laws and regulation and marine-favored economic policies, weak marineconscious and cross-subject integration in marine science development are found. Toimprove current macro-environment of China’s marine industry, enhance the marineconscious is the first priority. Only all the citizens of China are aware the importance ofmarine industry can urge the government to launch perfect marine-related laws andeconomic-favored policies.In chapter4, an empirical analysis on the role marine culture in developing themarine economics has been done. Combination of normative study and empiricalanalyses, the argument that building sound marine culture of Chinese-characteristic willhelp accumulate the culture capital so that marine economy will benefit from it.Moreover, through establishing regression models by adopting culture substitute index,the effect of marine culture toward marine economy development has been quantified.In chapter5, the measures on facilitating the development of marine economicswith the influence of marine have been proposed. In this chapter, weibo, ormicro-blogging in other word, a prevailing information sharing platform widely used bymost younger generation in China, has been used to build marine conscious in youngergeneration gradually with the specific micro-blogging communication strategies. Thestrengthening of the marine conscious may help marine culture benefit the developmentof marine economics. Through comprehensive analyzing the functions ofmicro-blogging, the detail strategies and steps for building marine conscious in youngergeneration with micro-blogging have been proposed. What’s more, the correspondingrisks and risk-prevention measures have been put forward as well.Chapter6is the conclusion part. Marine economics can reflect the development ofmarine industry objectively. Enhancing the marine conscious and promoting the marineculture will benefit the development of marine economics. Besides, the shortcomings ofthe research have been concluded and further possible topics on the relationshipbetween marine culture and marine economics have been pointed out.
