Almost71%of the superficial area of the earth is ocean, and the ocean wateraccounts for97%of the total water in the earth. Since21stcentury, several countries arefocused on how to make use of marine resources in succession, while the exploration ofpolar ocean is a more difficult problem. The Arctic Ocean is not only the smallest of theworld·s oceans, or depth of the shallow ocean, is also the coldest ocean in the world.Because the Arctic Ocean is covered with huge ice, it is the most sensitive to the earth·senvironment, especially the changes of weather temperature. So the Arctic Ocean is animportant part of the global climate system. However, the research of marine structureand mechanism is hindered by huge ice and hard environment. Placing buoys is the bestway to know the long-term hydrological and meteorological data of ice and snow in theregion. The scientific goal of placing buoys in the Arctic Ocean is to describe thecharacteristics of ice, sea and surface layer of the atmosphere, and the relationshipbetween each other, it can be acquired by local and regional meteorological parametersand hydrological parameters. We also can figure out physical and chemical properties ofsea ice, ocean and surface atmosphere, monitor the movement and melting of sea iceand the impact on the global climate. Then we can provide information for the study,such as the speed of sea ice changing in short-term, seasonal and long-term, local andregional meteorology, the upper ocean physics, and the relationship between processand speed of polar ocean biogeochemical cycle. The Arctic Ocean buoy can be madeunattended observe all-weather and all-day in harsh environments continuously andfix-pointed, it is a very important means for polar marine environmental monitoring.Therefore, it is a major research significance to research on the failure mechanism of theArctic Ocean buoy, not only for polar ocean observation, but also for analysis of law ofpolar meteorological changes.This paper is based on the program named the research on failure mechanism andservice security of the Arctic Ocean buoy·. There is done a series of research on failuremechanism of the Arctic Ocean buoy. First, it introduces the concept and thedevelopment of marine observation equipment, and the common ocean observation systems in the domestic and overseas. Then this paper presents the development and thefeature of buoy which is as the most common the most commonly used observationdevice in the marine observation. It turns out that it is able to adapt to work in the polarregion. This paper also recommends some buoys designed according to the PolarRegions, such as automatic observing buoy for polar area designed all by our country,and the J-CAD drifting buoy designed by Japan, and compare them with the ordinarybuoy.ARGO buoy is main observation equipment of ARGO real-time global oceanobservation. Since the international ARGO plan implementing in2001, there are morethan3000ARGO buoys in the global ocean placing by22countries and organizationsone by one. Their life and health has been the attention and concern of the people,because it is related to when that we can achieve the ultimate goal of internationalARGO plan. And there is a more important problem that it is involved in theperformance of the buoy and the reliability of the data. In this paper, it is discussed thatwhat are the common faults in the operation of the ARGO buoy and how can solve thisproblems. Then it analysis the possible faults in the operation of buoy. The main faultsinclude lost a lot of battery power, grounding, pressure sensor, motor reverse fault andsome which still cannot accurately obtain the cause of the failure. And it proposes somesolutions to these faults.At the end of the article, it introduces some knowledge of software namedLabVIEW. LabVIEW is widely used in measurement and control and other aspects. It isthe fastest growing software that can build simulation platform of virtual instrumentcurrently. This paper introduces its concept, application and main characteristics. Thenwe establish the sensor monitoring system by LabVIEW. We determine whether thesensor failure occurs by monitoring the performance of the sensor, and the systemalarms when it is beyond the scope of sensor measurements. At last, it explains thefunctions and role of the main part that is in the design of the programs front panel andblock diagram.As the marine observation technology improving further, polar ocean observationsystem has certain development. However, under certain conditions, it has restricted thedevelopment due to the high degree of logistics demand. And standard system is widelyused currently. At present, in our country, we develop polar nearshore marine observation system, polar latent standard and large polar sea-air and coupling buoyocean observation system which has made outstanding contributions for polaroceanographic observation and research in China. Overall, polar ocean observationsystem in our country is still in a discrete and immature state, it also has a very bigdevelopment space in the future. On August4,2012, China·s arctic expedition placedlarge ocean buoy in Greenland polar seas for the first time. It means that the study ofocean buoy is up for a new stage. Our country has been fully mastered the technology oflarge buoy system at present, including buoy structure technology, anchor systemtechnology, data collection, storage and transmission technology and some other keytechnologies. Due to the difference between polar ocean conditions and common area,there might be more unexpected problems happened during buoys working. Therefore,it will greatly improve the work efficiency and reduce the recovery rate of buoy when aset of simulated fault mechanism analysis of polar environment simulation systems isdesigned. It also has very important significance for the design and testing of buoy inthe future.
