In the late 1970s, China's international project contracting sprung up and it has continued to grow and develop accompanied by the advance of reform and opening up process. After 20 years of development, China has made significant achievements in the cause of international project, but compared with the developed countries, there are great differences for the contractors of Chinese enterprises in market share, total capabilities of contract management, and in personnel and benefits. The implementation of the "going out" strategy will make benefit for Chinese enterprises to learn from foreign advanced project management experience and technological achievements. Also it's an inevitable choice for the globalization of contracting market competition.With the further acceleration of economic globalization and the development of regional cooperation, worldwide economic restructuring is under the way. From November, 2001 of China's joining the WTO till now, which has been almost five years, with the gradual opening up of China's market, and with other WTO members'further opening China's market for trade and investment facilitation, that is, China's opening up has changed from the unilateral type of business to the bilateral type. This provided favorable conditions for Chinese enterprises to "go abroad" and to operate multinationally.This year is the final year for the transition of China's accession to WTO. With the transition coming to an end, China will complete the integration to WTO. The market competition rules, technical standards, operational ways, and service models of domestic market will further merge with the international world, and enterprises will take part in the international competition in a wider scope and a broader field at a higher level. offshore contractors with techniques, management, talent, financial advantages and competitive strength will compete with enterprises of China for large industrial and energy projects, and the for the total contracting market of Civil Engineering, as well as large design market of landmark.
