As the perfect effective means that makes social resource reasonable disposition and reduces social production cost and perfects market trade rule, the quick development of bidding mechanism is the inevitable choice of market economic development. However, while the bidding development, as the concrete owner of government investment lacks the enthusiasm of increasing the benefit, during the construction field composing of government investment mainly, as well as lacking of unify norm and management for bidding, some violation operation and illegitimate competition behavior have appeared. It leads to high social cost of bidding, and has influenced the economic benefits of the bidding work. It worths deeply discussing whether bidding has economic benefits.Social cost, economic benefits, and rational scale of bidding is studied in this text. At last, the countermeasure of improving the economic benefits of bidding is put forward. Mainly, the research of the following several respects have been carried on in this paper:First, the composition and source of social cost of bidding is studied, and the relevant laws and regulations of our country on social cost of bidding are recommended of.Second, mathematical model of social cost of bidding is set up through mathematics method, and the economic benefit of bidding is studied, as well the balanced state of the economic benefits of bidding is found out. Finally, the analysis of project instance indicates that with little project investment, too many tenders , too high social cost , bidding is uneconomical.Third, quantitative study and policy analysis on scale of bidding is done. The rational scale of bidding is studied in terms of the economic benefits of bidding. In addition, the unreasonable place of the relevant laws and regulations of our country and province on bidding scale is analyzed ,and some improved propose is put forward.Finally, the countermeasure how to improve economic benefits of bidding is put out, such us reforming the investment structure, pushing into the setting-up of the credit system of building market, standardizing every charge in bidding activity, limiting unreasonable expenditure in bidding strictly, controlling the quantity of tenders appropriatly and so on.The research results above-mentioned is of much reference function in...
