The Positive Research Of The Policy's Result In Northeast China Industry Base

The Northeast Old Industrial Base (NOIB) once was the new Chinese industry cradle, and has made the historical contribution for the national economic development. However, while the deployment of reform and open policy, due to the emerging of contradictory between system property and the constitutive property, many NOIB enterprises'equipment and the technology get older, the competitive power drops, employment ratio decrease, the leading resource related industry declines, and the economical development is slow. Along with developing the Coast Special Economic Zone, growing the Pudong Newly Developing Area and realizing Northwest development strategy, a huge economic gap has been formed between NOIB and southeast coast cities. It leads to national wide unbalanced economic growth, and has been seriously holding back comprehensive growth of China economy. Therefore, during the16th National Congress of Communist Party of China, a proposal of boosting NOIB economy is approved. In review of NOIB present situation, the federal government announced the following policies:1. T-bond discount policy2. value added tax, income tax preferential policy3.
