This Article is based on rural debts as research object that proceeds analyses and researches for Chinese rural debts in both sides of theory and practice,which not only elaborate Chinese rural debts in current stage and analyze the reason with more profound levels for the formation of rural debts,but also probe into the approaches and thoughts for resolving the problems of rural debts.This Article briefly consists of four parts:The first part, the history and current condition of rural debts, not only proceed to define the rural debts but also analyze the scale of rural debts, which mainly analyze the debt scale for Chang Shan Town of Ji Lin Province. Meanwhile, it carries out the overall analyses for the debt scale of other towns in the whole country.The rural debts in China began to emerge in 1980s, and in 1990s, the scale of which reached the summit. At present, both the depth and the scope of rural debts in China have reached relatively serous degree, both the large scale and the complicated structure of which have exceeded the range, in which rural economy could bear. According to the investigation from the author, ended at the end of 2004, the total liabilities of Changshan Town of Jilin Province were 12 times as much as former financial incomes. According to incomplete statistics in the range of the whole country, the rural debt amount was between RMB 600 billion and 800 billion. Not only was the scale of rural debts large but also was accompanied with complicated structures that were in a strongly covert way. Most of rural debts, which originated from enterprises and individuals, was not only mainly used for expenditures of non-productive purchases but also invented all sorts of names in order to raise a loan. All of those characteristics above-mentioned have brought extreme difficulties for both administration and supervision, restricted health development for rural economy, and threatened the stability for rural society.The second part, the characteristics and negative-side influences of rural debts, mainly analyzes the characteristics and negative-side effects of rural debts.
