Drought is one of the most primary nature disaster.The analysis shows that frequencies of drought disaster increased in the last years, and its intensity has become more and more severisly during these yeas. It is serious impacts on the pastoral area economy and social development impacts. How to predict repeatedly drought and how to deal with it are the most important study tasks of pastoral area. In this study, so firstly we must clarify drought-mitigation each pledges(city) of the inner Mongolia, by distributing the water resources efficiently, admeasuring the projects manpower and material resources reasonably, so as to realization passive drought-mitigation changes initiative drought-mitigation for mitigate drought disaster. Main purpose of this text is that present situation of drought-mitigation ability is studied in pastoral area of the Inner Mongolia.Text consult a lot of literature and datum summarize and analysis present drought-mitigation situation and drought-mitigation model of domcstic and foreign research, in this foundation, drought tendency of pastoral area is system analysis by appling table and chart firstly, conclusion is the 80's the drought to occur frequently, tendency of drought disaster rises year by year. Moreover, many targets of effect drought-mitigation ability of the pastoral area are analysesed, by selecting the representative target establish the muti-level evaluation target system, appling the fuzzy decision-making method set up comprehensive evaluation model of the pastoral area's drought-mitigation for 10 pledges(city) of the Inner Mongolia, and the model were has carried on the computation evaluation, by synthetic evaluation analysis know that proportion of very weak drought-resistant is quite big, about 50%. Finally, rationalization is tested for evaluation result of the pastoral area drought-mitigation, this paper apply that evaluation result of the pastoral area drought-mitigation compare ratio of grassland suffered from drought for analyse evaluation rationalization.it is analyzed that is coincidence to actual situation.
