In this study, the four provinces in southwest China, because of their complex terrains and variable climate types, are frequently stricken by natural disasters, especially droughts. To assure regional rice production and raise farmers’income, there should be an in-depth research on the relationship and connection between drought disaster and rice production to better counter the adverse influence from drought disasters. Thus, the study of drought impact on rice production has both theoretical and practical meanings.This study combined qualitative research method with quantitative for literature and field studies. On the basis of grasping influencing factors of drought on rice production by studying the previous researches, and understanding the reason and laws of drought disaster by analyzing three decades yearbook data, a macroscopic trend of the relationship of drought and rice production has been drawn. Further more, combined with, the multivariate regression mathematical statistical method has been engaged to field survey data to find the influencing factors that affect farmers assessment of drought disaster, and thus to put forward countermeasures and suggestions to enhance farmers’the ability to withstand drought.According to this study, due to its special geographical location and climatic conditions, the Southwest region is frequently hit by natural disasters. Its fragile ecological environment has further increased the danger of drought on agricultural production. With traffic congestion, ineffective irrigational infrastructure and backward agricultural production, it’s difficult to control the damage once drought happens. Spring and summer drought occurs more frequently, which poses direct impacts on rice transplantation and growth.Through mathematical analysis of survey data, this study found that these factors:the farmers’rice acres, the health status of the farmers, using water-saving irrigation, reservoirs, and agricultural technology information were negative, while as the terrain, rice income of last year were positively correlated with farmers’assessment of drought impacts.The main innovation of this paper is the research perspective, because there are plenty of studies in macro-perspective, but is lack of subjective assessment directly from the farmers in field research. This study is focused on the impact of the drought on farmers’ rice production from the farmer’s point of view, so the proposals are more convincing.
